Motorcycle tanks aren’t aluminum. I’d worry about scratches weakening my airplane tanks.

For my motorcycle tanks I fill them with screws and shake them to remove all of the liner. Then remove the screws and remove the dust with a vacuum, etc. This method has worked well for me in the past.

Any reason why this would not be a good idea for aircraft tanks. I researched and could not find anyone in the 'airplane world' who has used this method.

That is sloshing compound and it is coming off, any thing other than fuel in the system is a reason for concern, it looks like there is PRC sealant from other work. If it was mine, I would pull the tank, drill the rivets and open the tank, clean out the old sealant and reseal with PRC and rivet the tank closed. the repairs will last many many years.
